Sylvan's computerized testing services went abroad during this time as well, to China, where testing centers were developed throughout the vast country. Michael Moe, an analyst who followed Sylvan for Montgomery Securities in San Francisco, called the move a 'significant expansion of Sylvan's testing franchise,' and observed that Sylvan was rapidly being recognized as a brand name in education internationally.

At this time, there were nearly Sylvan Learning Centers throughout the United States, and the company also provided tutoring services to 38, students in private and parochial schools. Sylvan Prometric had become the largest network of computer-based testing centers in the world, with about 2, testing sites servicing countries. The company launched a new ad campaign with the slogan, 'Success is learned.
